Speedo on my 98 Tourer stopped at maximum speed limiter end of dial but mileometers are both still working.
Does this indicate Speedo head fault rather than transducer?

Definitely sounds like a speedo head fault to me.
Maybe fixable by somebody with expert knowledge of electronics, but probably easier to swap out for a new or secondhand one: you will just need to find the right one to match your gearbox and tyre size etc.
