I see you say that the fuses are all OK but I have a similar problem with a 216GSi. It has been standing a long time and used to start without any problem but now every time I turn the keys to the first position fuse 14 blows. This is the ECU fuse. I am still in the process of investigating this. Just double check fuse 14 to see if you have the same problem please. I have bought a replacement ECU but have not had time to try it out yet. I'm also a bit nervous that if my current ECU has been affected by some other fault then I might ruin the replacement ECU when I fit it. I am planning to check out the main relay first as I suspect it is when the fuel pump is activated that the fuse blows as there is a brief, but perceptible, pause between turning the key and the fuse popping. Just a thought. If we do have the same problem maybe we can work together on it.
further update under diagnostic section, power at the junction connector for the pump at the tank both on 3 second prime and when the starter is in, going to disconnect the fuel pipe from pump to fuel filter in case there is some muck in it and the pump can't run because full of fuel.
does anybody know if there is a non return valve on the pump as can't blow it from fuel filter to tank with an airline.
likely to pull the tank out this week and check the pump as thats were the problem seems to be .
little bit of history on the car, registered 13/06/1990 at ray powell, fleet dept, south woodford essex, to the daily telegraph fleet dept.
bought by the company car user who lived south of bristol and then sold to the owner we bought it off in bristol , we bought it as my wifes car in 1997 and have had it ever since. full history from new including all the dealer print out service history.
car was pre gti and therefore fitted with gti rear discs and suspension. also has optional pas , full blue leather trim and lattice alloys.
done 114k and been off the road for the last 8 years.I have everything to put it back on the road, and will get started on it once i can cure this lack of fuel problem, probably a faulty pump.
body is good except drivers side rear arch, which will replace the rotted section as have a full sill to cut up and a piece between each door on the other side
didn't realise how rare the early ones were getting, few photos of it in its raw state before the wotk starts in earnest.
well documented on this site that there are plenty of products that can do a really good job and to the extreme peanut butter can be used, smooth not chunky

The hot air gun works fine - just avoid the inserts!
I like Twin Cams.... and Single Cams...and now Turbos
I've tried hot air gun, baby oil, peanut butter and peanut oil. Peanut oil is by far the best result and not messy like the butter. Just wiped it on and left it for a few days. I shall polish up with bumper gel later. Probably best to do it while the car is not in use as I would imagine all sorts of dust and fluff will stick to it while it soaks in.
I didn't find baby oil worked at all well.
Hot air gun takes some time, it's more difficult to get a consistent colour result and has risks to other plastic/paint work - plus the colour restoration doesn't seem to 'hold' that well after being done.
Peanut butter is messy and needs cleaning off afterwards, whereas the peanut oil can just be left to soak in: you could probably even paint it on with a brush.
