Resistance of the switches can be measured by ohmmeter, not voltmeter.

Yes I’m using the resistance capability (messing up your 200ohm) on the voltmeter to see if I can see a reading when the buttons are engaged and therefore, I assume, making a circuit with a resistor in it. Can’t get a reading though so I’m doing something wrong.

If you are using 200 ohm range it is too small. You are expecting values of 390 ohm, 470 ohm and 820 ohm. You need to use greater scale like 2k ohm.

More recent version of steering wheel switches use 82 ohm, 120 ohm and 270 ohm values.
